The '99's will not fit the other model years unless at least a little tweaking is done.
 
Yes they fit and interchange. Lugs on 99-00 were 12mm and 14mm on the others is the only difference. the wheel pattern and hole size is the same.
 
The correct information is, the 1999 is the only year with 12mm studs. It can be upgraded to 14mm studs like the 2000 to 2003. They all share the same bolt pattern of 5x135.

Yes... This guy has the correct info... You would have to drill the 1999 wheels to make the 14mm wheel stud work in the 2000-2004... However the 1999 will accommodate all wheels from the different years...
 
Since the rims are hub-centric, it would not be a problem to use rims with 14 mm holes on 12 mm studs. The studs are not used to center the tires on the truck. That would be lug-centric.

while the studs themselves are smaller on the ‘99 and some ‘00 trucks (12mm VS 14mm diameter studs) the wheels are all a direct interchange on the 5x135mm bolt pattern...
