It's the padding and adhesive inside the leather wrap that breaks down, melts and oozes out with prolonged exposure to heat, uv radiation, sweaty palms, and whatever. You can clean it with any good glycerin-based leather cleaner, but once the ooze starts, there's no way to stop it - it just keeps on giving. If you replace or recover your steering wheel, the best preventative to keep it from starting in the first place is to tint your windows, use a sunscreen in your windshield, and some folks cover their steering wheel with a towel whenever it's parked outside. And clean it regularly.
 
The OOZE of death as mentioned above.. Mine has it from sitting in the driveway for forever with no sun protection or attention of any kind.. I bought a cheap cover for now but plan on replacing the steering wheel. Don't get it on your skin!
