inner wheel damage by brake line bracket bolt

2001 stock height and wheels. Today discovered the inside of the front wheels re badly damaged, left side gouge is deepe,r by a hex bolt holding the brake line bracket in place. Perfect circle deep cut total circumference~~ what is the cause of this? Is there supposed to be a bumper to prevent this from happening? I had the truck lowered a few years back, drove it a week but did not like it so had it reinstated to stock height. Did the technician possibly leave something off ?

Is it possible that the steering stops were deleted somehow? The stock Lightning lower control arms differ from regular F-150 lower control arms in that the steering stop is different. Because of the fatter wheels. If somehow, regular F-150 LCA's were installed, it would explain how it happened.
