Dull headlight lens

Guys, the clear plastic lens cover on my Mom's 2004 Toyota Corolla is dull. Is there something to put on this to clear it up? Any place for good cheap replacements?

We use 3m headlight restoration kit you can buy at any auto parts store part number is 39008 has everything but the drill. Under $20
