Can Any One Help Tune A Chip?

To start off I have an 2001 lightining. It has a built motor w/ported heads from fox lake with stage 2 cams .539 lift. It has long tube headers w/ high flow cats and bassani cat back. I just bought a kenne bell w/ 60 lb injecters. Using a diablo chip w/ A mifia in the MAF meter, it has a 8lb lower and 2.7 upper pulley. i went to fwc8 and had JLP try to tune the truck! and he only got the truck to go a best of 12.29@ 111.95 Can any one help get the truck to go faster/ thanks frank
