the tool to do it yourself is like $10. I've got a how-to on NHTOC for adjusting them and the guidlines to start off with. Its cake!

I used the tool you mentioned and your how-to guide and aimed my new HIDs a few months back. They are much better now that they are aimed properly. The driver's side might need to go down just a little bit though, but they aren't blinding people so that's good.

I bought this: Amazon.com: Lisle 14540 Headlight Adjusting Ratchet for Ford: Automotive

But I think this would work better: Amazon.com: Lisle (LIS14400) Headlight Adjuster for Ford: Home Improvement

The problem I found with the first one was that the lever was too long to actually get the turns to screw with the amount of space available. But I guess the second would be a pain in the *** to get into the inner screw.

There's a few adjustment screws on the back of the headlights, one is for vertical, another for horizontal, but usually vertical is the one that makes a huge difference. Horizontal is moreso fine tuning how you want it to spread off the sides of the road, since the lights emit more of a horizontal beam pattern anyway and not so much of a vertical beam pattern.

you can remove the rad shroud to get a bit more swing if thats in the way, but I had no problems on mine Worked great. Slight turn makes a big difference in the beam height!

If you don't want to buy the tool, I used a 5/32 wrench to adjust my headlights up after I installed Silverstars. The vertical adjustment was easy but I'm not sure if the wrench would work on a horizontal adjustment. It's tiny and easy to drop.

Well I borrowed a headlight alignment tool from my nephew (the real thing) and set them up with it,, Great tool, lets you see the actual pattern on the road so you can adjust them right on the edge..Also set the driving lights (used to be fogs)...
