Fuel pump will not stop running with tweecer installed

Just put in my tweecer RT in my 88LX (its speed density) and I am having a problem

When I put the key to the on position the fuel pump keeps running until I turn if off (except for when the tweecer switch is in the off position or I am reading the EEC ).

This is the procedure I am following:

Select DA1 from the list of strategies
Plug computer into tweecer
Turn ignition key on
Press the ford icon to read back the factory tune
Set TwEECer to position 1 on the switch and write the tweecer.
Repeat this with all switch settings.

Just went through and cleaned everything again, surgical clean. Put dielectric grease in the important areas and it is still doing it.

I am starting to have the feeling either I am doing something incredibly stupid or I have a defective part.

Any ideas guys? I heard you lighting guys are experts with the SD.

Thanks
