Posting a pic

I was trying to post a pic in the testing section, at the end when I sumit the post this message came up..........Sorry. The adminstrator has banned your IP address.........What does this mean?

A banned user had the same IP address as your ISP service. Some IP addresses change due to your service provider, and thus your post was rejected. You should be OK now!
